Abstract/Description:

Developing and implementing environmental enforcement responses, whether policy, programmatic or legislative, is an increasingly complex task. Complexities arise due to various factors, relating to the nature of environmental issues, which include: ● They have been and are becoming increasingly important to society; ● They require nuanced enforcement responses across an increasing number of topics; ● They are like traditional forms of crime in that they are increasingly globalised; ● Their regulators increasingly partner with non-governmental organisations (NGOs), non-regulatory bodies and civil society organisations as a component of their regulatory efforts; and ● They require responses subject to escalating resource constraints. The issue of resourcing and the matter of budgetary constraints fore-grounds the need to maximise existing personnel resources. This is done by retention techniques and, more critically, by capacity building.
