Abstract/Description:

Although intense measures have been taken in China, terrorism is becoming worse, as a result of the “elite counterterrorism model”, which cannot meet the needs of the current situation. The national counterterrorism model, which embeds social power structurally is the development trend. Based on the relationships between government and the public, the new model can be divided into a participative model and a cooperative model. The latter suits a country that has a mature society, and the former is practical in China. In the construction process of the participative model, public participation rights concerning counterterrorism should be the logical origination. Such rights consist of the right to have access to counter-terrorism information, the right to participate in risk prevention, the right to participate in the disposal of events and the right to participate in the punishment of actions.
