The Parliament of Australia enacts:

1  Short title 

4 

 

  This Act is the Commonwealth Inscribed Stock Amendment 

5 

(Restoring the Debt Ceiling) Act 2018.

2  Commencement 

7 

 

(1)  Each provision of this Act specified in column 1 of the table 

8 

commences, or is taken to have commenced, in accordance with 

9 

column 2 of the table. Any other statement in column 2 has effect 

10 

according to its terms.

Commonwealth Inscribed Stock Act 1911

1  After section 4

Insert:

5  Limit on stock and securities on issue 

6 

 

(1)  Stock created under section 4 must not be issued or sold if this 

7 

would cause the total face value of stock and securities on issue 

8 

under this Act and the Loans Securities Act 1919 at any time to 

9 

exceed 35% of gross domestic product. 

10 

 

(2)  In working out the total face value of stock and securities for the 

11 

purposes of subsection (1), disregard stock and securities of the 

12 

kind mentioned in subsection 51JA(2A). 

13 

 

(3)  For the purposes of this section: 

14 

 

(a)   the face value of a Treasury Indexed Bond is taken to be its 

15 

face value at the time it was issued; and 

16 

 

(b)  gross domestic product means the amount most recently 

17 

published by the Australian Statistician as gross domestic 

18 

product.

2  Application provision 

20 

The amendment made by item 1 applies to stock and securities on issue 

21 

after the commencement of that item, regardless of whether the stock 

22 

and securities were issued before or after the commencement of that 

23 

item.
