vehicles, and for related purposes

The Parliament of Australia enacts:

1 Short title

This Act is the
Electric Vehicles Accountability Act 2021
.

2 Commencement
6
(1) Each provision of this Act specified in column 1 of the table
7
commences, or is taken to have commenced, in accordance with
8
column 2 of the table. Any other statement in column 2 has effect
9
according to its terms.

3 Electric vehicle strategy statement
7
(1) The Energy and Emissions Reduction Minister must table in each
8
House of Parliament, on or before 1 August each year, a statement
9
of Australia's electric vehicle strategy.
10
(2) Without limiting subsection (1), the statement must include an
11
explanation of:
12
(a) the steps the government is taking to support:
13
(i) the manufacturing of electric vehicles and electric
14
vehicle components in Australia; and
15
(ii) battery manufacturing and commodity value-adding in
16
Australia; and
17
(iii) fast charging network infrastructure investment; and
18
(iv) zero emissions fuels including clean hydrogen; and
19
(v) any related policies; and
20
(b) the supports the government is providing for consumers to
21
purchase electric vehicles in Australia; and
22
(c) the actions the government is taking to provide national
23
leadership to encourage the rapid increase in the purchase
24
and use of electric vehicles in Australia.

(3) In this section,
Energy and Emissions Reduction Minister
means
26
the Minister responsible for emissions reduction policy including
27
support for low-emissions technologies.

4 Productivity Commission's electric vehicle report

Reference to the Productivity Commission
2
(1) The Productivity Minister must, under Part 3 of the
Productivity
3
Commission Act 1998
, refer the following matters to the
4
Productivity Commission for annual inquiry and report:
5
(a) Australia's support for the manufacture, purchase and use of
6
electric vehicles, batteries and other electric vehicle
7
components, and fast charging network infrastructure
8
investment;
9
(b) how that support compares with support provided by each of
10
the following:
11
(i) the United States of America;
12
(ii) the United Kingdom;
13
(iii) New Zealand;
14
(iv) Canada;
15
(v) the People's Republic of China;
16
(vi) the Republic of France;
17
(vii) Germany;
18
(viii) any other countries the Productivity Minister considers
19
relevant;
20
(ix) any other countries the Productivity Commission
21
considers relevant;
22
(c) the rate of manufacture, purchase and use of electric vehicles
23
in Australia compared to other countries that the Productivity
24
Commission considers relevant.

(2) In referring the matters under subsection (1), the Productivity
26
Minister must specify that the Productivity Commission must
27
submit its report to the Productivity Minister on a date set by the
28
Productivity Minister but no later than 1 August each year.

Tabling of report

(3) Despite section 12 of the
Productivity Commission Act 1998
, the
31
Minister must table in each House of Parliament, on or before
32
1 August each year, the report of the Productivity Commission.

Matters within the scope of the functions of the Productivity

Commission

(4) For the purposes of paragraph 6(1)(a) of the
Productivity
5
Commission Act 1998
, the matters mentioned in subsection (1) are
6
taken to be matters relating to industry, industry development and
7
productivity.

(5) In this section,
Productivity Minister
means the Minister
9
administering the
Productivity Commission Act 1998
.
