EXPORT MARKET DEVELOPMENT GRANTS AMENDMENT BILL 2014 OUTLINE This amendment adds one measure to the Export Market Development Grants Amendment Bill 2014 to allow, for the financial year 2013-14 only, the payment of additional expenses above the cap on administration costs. These additional costs will be met from Austrade's departmental appropriation. FINANCIAL IMPACT Expenditure under the Act is set through annual Appropriation Acts. STATEMENT OF COMPATIBILITY WITH HUMAN RIGHTS This amendment is compatible with the human rights and freedoms recognised or declared in the international instruments listed in section 3 of the Human Rights (Parliamentary Scrutiny) Act 2011. This amendment is compatible with human rights as it does not raise any human rights issues.


EXPORT MARKET DEVELOPMENT GRANTS AMENDMENT BILL 2014 ABBREVIATIONS EMDG Act Export Market Development Grants Act 1997 Austrade Australian Trade Commission the scheme The scheme of financial assistance to exporters covered by the Export Market Development Grants Act 1997 NOTES ON AMENDMENTS Item 11 Currently, section 105 of the EMDG Act provides that the EMDG scheme administration costs for any financial year must not exceed 5 per cent of the money appropriated by Parliament for the scheme for that financial year. This item amends that section for the 2013-14 financial year only to allow additional costs of administration above the 5 per cent cap to be met from departmental appropriations.
