COMMONWEALTH BORROWING LEVY COLLECTION ACT 1987 No. 115 of 1987 - SECT 5

Regulations 
5. The Governor-General may make regulations, not inconsistent with this Act,
prescribing all matters necessary or convenient to be prescribed for carrying
out or giving effect to this Act.
