CHILDCARE REBATE ACT 1993 No. 112 of 1993 - SECT 10

10. A parent is a person who:

   (a)  has the right (whether alone or jointly with another person):

        (i)    to have the daily care and control of a child; and

        (ii)   to make decisions about the daily care and control of the
               child; and

   (b)  has the care and control of the child.
