In any vote of the Panel, the Chair has a deliberative vote and, if the votes are equal, has a casting vote.

Otherwise, the regulations may provide for the procedures of the Panel.

Subject to those regulations and subsection (1), the Panel may determine its own procedures.

The procedures determined under this section may allow for applications for review made under section 68 to be heard and determined by one or more members of the Panel instead of by the Panel as a whole.
