TELECOMMUNICATIONS ACT 1997 No. 47 of 1997 - SECT 97

(1) For the purposes of this Act, if a person uses, or proposes to use, a
listed carriage service to supply a content service to the public, the person
is a content service provider.

(2) For the purposes of subsection (1), a content service is supplied to the
public if, and only if, at least one end-user of the content service is
outside the immediate circle of the supplier of the content service.
