1985 No. 114 DEFENCE (INQUIRY) REGULATIONS - REG 70

70. (1) The instrument appointing an Investigating Officer shall indicate
whether or not the Investigating Officer is empowered to make recommendations
arising from the findings of the Investigating Officer.

(2) Where-

   (a)  the instrument appointing an Investigating Officer to inquire into a
        matter does not empower the Investigating Officer to make
        recommendations arising from the findings of the Investigating
        Officer; or

   (b)  the appointing officer adds a matter to the matters into which an
        Investigating Officer is to inquire or varies a matter into which the
        Investigating Officer is to inquire, the appointing officer may, by
        instrument, empower the Investigating Officer to make recommendations
        arising from the findings of the Investigating Officer in relation to
        that matter.
