78. (1) Subject to this regulation, regulations 49, 50, 53, 56, 57,
sub-regulations 60 (5) and (6), regulations 61 and 63, sub-regulations 64 (1)
and (3) and regulation 65 apply to and in relation to an Investigating Officer
as if the Investigating Officer constituted a Court of Inquiry.

(2) For the purposes of sub-regulation (1), a reference to the appointing
authority in a provision referred to in sub-regulation (1) shall be read as a
reference to the appointing officer.

(3) Any power or function that may be exercised or performed by the President
of a Court of Inquiry under a provision referred to in sub-regulation (1) may,
in relation to an inquiry under this Part, be performed by the Investigating
Officer who is conducting that inquiry.
