14. (1) Subject to regulation 15, within 40 days after receiving an
application for a special export permit, the Minister must grant or refuse the
permit.

(2) As soon as practicable after granting or refusing the permit, the Minister
must give the competent authority of the importing  country written notice of
the decision, and:

   (a)  if the decision is to grant the permit-give the permit to the
        applicant; or

   (b)  if the decision is a refusal-give the applicant written notice of the
        decision, and the reasons for it.

(3) Contravention of subregulation (2) does not affect the validity of the
decision.
