20. (1) Subject to regulations 21 and 22, within 30 days after giving the
competent authority of an exporting country notice under subregulation 12 (2)
or (3), the Minister must grant or refuse the special import permit to which
the notice relates.

(2) As soon as practicable after granting or refusing the permit, the Minister
must give the competent authority of the exporting  country written notice of
the decision, and:

   (a)  if the decision is to grant the permit-give the permit to the
        applicant; or

   (b)  if the decision is a refusal-give the applicant written notice of the
        decision, and the reasons for it.

(3) Contravention of subregulation (2) does not affect the validity of the
decision.
