Northern Territory Numbered Regulations Northern Territory Numbered Regulations(1) A person who is not a member must not take part in a meeting of members unless allowed by the Lord Mayor or other person presiding at the meeting.
(2) A body or group of persons may apply in writing, to the Lord Mayor or other person presiding, to speak at a meeting of members.
