(1) The appeal is started by filing a notice of appeal with the clerk of the appellate court.
(2) The appellant must serve a copy of the notice on—
(a) the other persons entitled to appeal against the decision; and
(b) the police commissioner.
(3) Despite subsection (2), the clerk of the court may ask the police commissioner to serve a copy of the notice on the persons mentioned in subsection (2).
(4) The notice of appeal must be filed within 28 days after—
(a) the day on which the decision is made; or
(b) if the decision was made in the absence of the appellant, the earlier of the following—
(i) the day on which a copy of the decision is served on the appellant;
(ii) the day on which a police officer tells the appellant about the existence of the decision.
(5) The court may at any time extend the period for filing the notice of appeal.
(6) The notice of appeal must state fully the grounds of the appeal and the facts relied on.
