107—Amendment of section 27—Council initiated proposals

        (1)         Section 27—delete "Panel" wherever occurring and substitute in each case:

Minister

        (2)         Section 27(9)—delete subsection (9) and substitute:

        (9)         The Minister must then prepare and publish a report on the proposal.
