69—Amendment of section 51—Regulations

        (1)         Section 51(2)—after paragraph (e) insert:

            (ea)         include evidentiary provisions to facilitate proof of breaches of the Act or the regulations for the purposes of proceedings for offences;

            (eb)         contain provisions of a savings or transitional nature;

        (2)         Section 51(4)(e) and (f)—delete paragraphs (e) and (f)
