12—Amendment of section 44—Delegations

        (1)         Section 44(2)—after paragraph (b) insert:

            (ba)         to a joint planning board established under a planning agreement to which the council is a party; or

        (2)         Section 44(7) and (8)—delete subsections (7) and (8)
