FACT SHEET Education and Training (Tasmanian Academy) Bill 2010 Education and Training (Tasmanian Polytechnic) Bill 2010 Education and Training (Transitional Provisions) Bill 2010 Education and Training (Consequential Amendments and Rescissions) Bill 2010 These Bills are cognate and will revise the governance arrangements for the Tasmanian Academy and Tasmanian Polytechnic from statutory authorities with boards of directors to bring them under the Department of Education. Education and Training (Tasmanian Academy) Bill 2010 Colleges will be established under the Academy Act and together will comprise the Tasmanian Academy. The Tasmanian Academy will be an entry point for Year 10 leavers who will be provided with pastoral care at a local college. The Academy will continue to focus on academic attainment, but additionally will work with the Tasmanian Polytechnic to ensure that students enrolled at a college have access to a diverse range of vocational education and training pathways. An executive officer will be appointed, who will ensure effective and efficient management of the Academy as a whole. The executive officer will report to the Secretary, Department of Education or his/her delegate. A high-level Academy association will be established to advise on a range of matters including issues of state-wide educational interest such as interaction with the University of Tasmania. Each college will have a principal and will be able to establish a college association to advise on local issues affecting students at that college. Membership will be drawn from the local community of the college including parents. The Minister and the Secretary will have the power to instigate reviews of the Academy to assess the achievement of its objectives. Other amendments reflect the revised governance arrangements.
2 Education and Training (Tasmanian Polytechnic) Bill 2010 The Tasmanian Polytechnic will continue to provide education and training for adult students who are not in employment. In certain circumstances it will also provide education and training for Year 10 leavers. An executive officer will be appointed to provide co-ordination and a state-wide focus. The executive officer will report to the Secretary, Department of Education or his/her delegate. The Minister and the Secretary will have the power to instigate reviews of the Polytechnic to assess the achievement of its objectives. Other amendments reflect the revised governance arrangements. Education and Training (Transitional Provisions) Bill 2010 This Bill provides for: - the abolition of the former Academy and Polytechnic; - the abolition of the Academy and Polytechnic Boards, and their audit committees on a date to be determined by the Minister once their obligations under clauses 11 and 12 are fulfilled; - the transfer of Academy and Polytechnic staff to the Department of Education; - the transfer of property to the Department of Education; - the transfer of any contracts, documents, and legal matters if appropriate. Education and Training (Consequential Amendments and Rescissions) Bill 2010 The Bill amends the Education Act 1994, the State Service Act 2000 and the Teachers Registration Act 2000 to reflect the revised governance arrangements. It also amends the Education and Training (Tasmanian Skills Institute) Act 2008 to improve the clarity between the differing roles of the Skills Institute and Polytechnic. The Bill rescinds the Tasmanian Academy and Tasmanian Polytechnic by-laws.
