Legislation Fact Sheet Electricity Reform (Implementation) Bill 2013 The Electricity Reform (Implementation) Bill 2013 will amend the Electricity Supply Industry Act 1995 and the National Energy Retail Law (Tasmania) Act 2012 to implement the Government's reforms to the Tasmanian electricity supply industry. The Bill will amend the Electricity Supply Industry Act to: facilitate full retail competition (FRC) in Tasmania by removing Aurora Energy's current monopoly on small customers; provide for FRC to be implemented in a staged, sensible manner from 1 January 2014 to transition customers to FRC without disruption; provide for the Minister to declare retailers operating in Tasmania as Regulated Offer Retailers or as a Local Area Retailer; establish the framework for the Tasmanian Economic Regulator to determine the maximum prices for the standard retail contracts offered by Regulated Offer Retailers; provide for the Regulator to declare any other electrical good or service to be a declared electrical service, subject to a market power and public interest test, and make a determination for that service; provide for the Government's electricity concessions to be paid to eligible recipients under a Ministerial Concession Order; establish the framework for the regulation of Hydro Tasmania's wholesale electricity contracts in Tasmania; and make a number of minor amendments to reflect the transition to FRC. The Bill will amend the National Energy Retail Law (Tasmania) Act to modify the South Australian Energy Retail Law, as it applies in Tasmania, in certain ways to reflect the transition to FRC in Tasmania.
