Heavy Vehicle National Law (Tasmania) Amendment Bill
The Heavy Vehicle National Law (Tasmania) Act 2013 (the Application Act) applies the Heavy
Vehicle National Law (HVNL) as a law of Tasmania and commenced in participating
jurisdictions, including Tasmania, on 10 February 2014.
A first amendment is to clarify which roads are the responsibility of the Road Manager within
the Department of State Growth and which roads are the responsibility of other Departments
or entities.
The second amendment is to allow for delegations. The Application Act appoints the Minister
as the Road Authority and Road Manager for roads controlled by the State.
Given these roles are mainly administrative the roles should be exercised by senior managers
within the Department of State Growth; this amendment allows for this.
