FACT SHEET Public Works Committee Amendment Bill 2019 The Public Works Committee Amendment Bill 2019 amends the Public Works Committee Act 1914. The Public Works Committee Act is amended to increase the threshold for submission of public works to the Parliamentary Standing Committee on Public Works from $5 million for all public works to: o $8 million for building or construction works; and o $20 million for road or bridges works. The Bill: o provides a definition for ‘building or construction works’ and ‘road or bridges works’ for the purpose of distinguishing the financial thresholds that apply for different categories of public works that must be referred to the Committee; o increases the threshold above which the Committee must consider and report upon public works from $5 million for all public works to $8 million for building or construction works and $20 million for road or bridges works; o increases the threshold above which public works can commence following referral to, and reporting, of those works by the Committee from $5 million for all public works to $8 million for building or construction works and $20 million for road or bridges works; o increases the threshold under which the House of Assembly may, by resolution, refer any public work to the Committee which does not exceed the financial threshold from $5 million for all public works to $8 million for building or construction works and $20 million for road or bridges works; and o includes a transitional provision to make it explicit that any public work that is referred to the Committee prior to the commencement of the amending Act and has not before been reported on, is to be considered and reported by the Committee based on the previous threshold of $5 million for all public works.
