FACT SHEET Repeal of Regulations Postponement Bill 2014 The Subordinate Legislation Act 1992 (SLA) provides for the systematic repeal of subordinate legislation over a rolling 10-year period. If regulations are to continue to have effect, they must be remade in accordance with the requirements of the SLA, or have their expiration postponed. This Bill seeks to postpone until 1 January 2016 the automatic repeal of the Racing (Bookmaker Betting) Regulations 2004 and the Racing (Miscellaneous) Regulations 2004, both of which are due to expire on 29 December 2014. Each year, for a variety of reasons, the Government may need to defer the repeal of a number of regulations that fall due for automatic repeal under the SLA. This course of action, when necessary, is essential for the effective operation of government and administration of legislation. Postponing the repeal of the Racing (Bookmaker Betting) Regulations and the Racing (Miscellaneous) Regulations will ensure their continuity for a further period of twelve months and enable the Racing Regulation Act 2004 to continue to operate effectively until reviews currently underway into the regulation of on- course bookmaking operations in Tasmania and the structure and operations of the Tasmanian Racing Appeal Board can be completed, the review recommendations considered and the outcomes implemented, including any amendments to these regulations.
