FACT SHEET Racing Regulation Amendment (Bookmaker Betting and Miscellaneous Provisions) Bill 2016 The Racing Regulation Amendment (Bookmaker Betting and Miscellaneous Provisions) Bill 2016 amends the Racing Regulation Act 2004 to provide for on-course bookmakers, who have been registered for not less than two years prior, to be able to apply for an off-course telephone betting endorsement and an off-course function betting endorsement. An off-course telephone endorsement allows the bookmaker to operate from a home office under the following conditions: May operate on any Saturday, Wednesday and statutory public holiday and 10 other days per year as approved by the Director of Racing. Must provide an on-course bookmaking service at a level of not less than 10 race meetings per year. May only use a single telephone unit approved by the Director of Racing. An off-course function betting endorsement allows the bookmaker to operate at a maximum of three functions per racing year as approved by the Director of Racing. The Bill amends a person’s right of appeal against a decision of the Director of Racing by including a decision in relation to off-course telephone betting endorsements, off-course function betting endorsements and off-course function approvals. The Bill also provides for the Director of Racing to be able to issue a summons to a person to produce documents or to give evidence to a stewards’ inquiry if the Director is of the opinion, on reasonable grounds, that it is necessary or reasonable for the purposes of the inquiry.
