(1)  The Minister is to cause an independent review of the operation of this Act to be carried out as soon as practicable after the third anniversary of its commencement.

(2)  The persons who carry out the review are to give the Minister a written report on its outcome.

(3)  The Minister is to cause a copy of the report to be tabled in each House of Parliament within 10 sitting-days of that House after it is given to the Minister.

(4)  In this section –

independent review means a review carried out by persons who –

(a) in the Minister's opinion, are appropriately qualified for that task; and

(b) include one or more persons who are not employees of the State or Commonwealth or of any agency of the State or Commonwealth.
