(1)  The complainant –

(a) may lodge the complaint with a clerk; and

(b) must lodge the complaint within 7 days after the complaint is made.

(2)  If a summons is to be issued on a complaint, the complainant is to provide 3 copies of the complaint and the summons, with one copy to be filed with the clerk, another copy to be served under rule 20 and the remaining copy to be endorsed under rule 21 .
