(1)  In respect of proceedings under these rules, the record of those proceedings is to be available for inspection without fee by –

(a) a party to the proceedings; or

(b) a Crown Law Officer.

(2)  The clerk may permit the record of proceedings held in open court, and the register entries in respect of those proceedings, to be inspected without payment of a fee by a person other than a party to those proceedings or a Crown Law Officer.
