(1) Each of the following is eligible to be the registered operator of a vehicle:(a) a natural person who has attained the age of (i) for the registered operator of a heavy vehicle, 18 years; or(ii) for the registered operator of any other vehicle, 16 years;(b) a body corporate;(c) a Government department, or State authority, within the meaning of the State Service Act 2000 , or an equivalent department, authority or body in another jurisdiction.(2) The following restrictions apply in relation to registered operators:(a) a body corporate may only be the registered operator of a vehicle if it is to be the sole registered operator of the vehicle;(b) a natural person may only be the registered operator of a heavy vehicle if the person is to be the sole registered operator of the vehicle;(c) a natural person may be the registered operator of a light vehicle if the person is to be the sole registered operator of the vehicle or the person is to be the registered operator of the vehicle together with one other natural person.(3) A person is not to be recorded as the registered operator of a vehicle under a business name.
