Section 12 of the Principal Act is amended as follows:

(a) by omitting from paragraph (f) "body." and substituting "body; and" ;

(b) by inserting the following paragraphs after paragraph (f) :

(g) enter into any contract or arrangement; and

(h) engage consultants or other contractors; and

(i) charge a fee for services provided by it under the Act; and

(j) do anything necessary or convenient to perform its functions.
