Section 22 of the Principal Act is amended as follows:

(a) by omitting from subsection (1) "a council or" ;

(b) by omitting from subsection (2) "A council or an" and substituting "An" ;

(c) by omitting from subsection (2) "council or" second occurring;

(d) by omitting from subsection (3) "A council or an" and substituting "An" ;

(e) by omitting from subsection (4) "A council or an" and substituting "An" .
