(1)  An interested person may apply, in writing, to the relevant Director or authorised officer for a statement of the reasons for a decision.

(2)  An application under this section must be made within 28 days after the date on which the applicant received notice of the decision.

(3)  The relevant Director or authorised officer must grant an application under this section as soon as practicable and, in any case, not later than 60 days after receiving the application.
