(1)  The Director of Gas or the Director of Gas Safety, as the case may require, may stay the operation of a decision that is subject to administrative review or appeal under this Part.

(2)  A stay may not be granted if, in the relevant Director's opinion, the effect of the stay would be to create a risk to public safety or to allow a risk to public safety to continue.
