A person must not –

(a) construct a distribution system; or

(b) operate a distribution system; or

(c) sell gas by retail; or

(d) carry on any other activity for which a licence is required by the regulations –

unless the person holds a licence under this Part or the Gas Pipelines Act 2000 authorising the relevant activity.

Penalty:  Fine not exceeding 500 penalty units.
