Section 8 of the Principal Act is repealed and the following section is substituted:8. Refusal of application
After receiving a report from the Commissioner of Police under section 7(b) in respect of an application, the Director may refuse to grant a licence to the applicant only if the Director is satisfied that –(a) the applicant is not a fit and proper person to hold a licence having regard to the report under section 7(b) ; or(b) the applicant has been convicted of a prescribed offence; or(c) if the applicant were the holder of a licence –(i) there would be grounds for disciplinary action against the person under section 37 ; or(ii) there would be grounds for suspension or cancellation of the licence under section 38 .
