(1) If an application for a restraint order (whether or not filed in a district registry) and the materials required by the rules of court to accompany such an application are produced to a magistrate or bench justice, the magistrate or bench justice may issue a warrant requiring the arrest of the person against whom the restraint order is sought if he or she considers (a) it is a case of urgency; and(b) there is sufficient cause to do so.(2) If an application for a restraint order has not been filed in a district registry at the time a warrant is issued under subsection (1) , the application is to be so filed as soon as practicable after the warrant is issued.
