Notwithstanding anything contained in the planning scheme relating to the planning area or the Land Use Planning and Approvals Act 1993 , the Authority may defer consideration of an application for a permit under section 43A or section 51 of the Land Use Planning and Approvals Act 1993 until a development plan is made under section 34 .
