EXPLANATORY NOTE

(This note is not part of the regulation)

These regulations –
(a) prescribe the private circumstances in which certain large passenger vehicles may be exempted from the requirement to be registered as public passenger vehicles; and
(b) provide for the granting and control of general and individual permits that authorise interstate and certain other vehicles to operate as public passenger vehicles without being registered as such; and
(c) prescribe certain technical requirements in relation to public passenger vehicles; and
(d) prescribe certain controls in relation to the standing and parking of public passenger vehicles at bus stops and other places; and
(e) prescribe certain controls that are to apply for the benefit of drivers and passengers of public passenger vehicles; and
(f) prescribe certain matters in relation to the accreditation of persons who provide public passenger services or hire and drive services; and
(g) prescribe fees and provide for certain other administrative matters.
