If, after the issue of a writ of prohibition, it appears to the Court or a judge that relief ought to be given against the judgment or order issuing the writ on any ground on which relief might be given against a judgment in an action, the Court or judge may direct that a writ of procedendo be issued commanding the judicial tribunal to which the writ of prohibition was issued (a) to proceed to hear or determine the matter; or(b) to proceed as if the writ of prohibition had not been issued.
