    (1)     In section 28(1) of the City of Melbourne Act 2001 , omit "for the financial year ending 30 June 2000 and in any financial year specified by Order of the Governor in Council published in the Government Gazette,".

    (2)     For section 28(2) of the City of Melbourne Act 2001 substitute —

    "(2)     If the Council uses the net annual value system of valuation and declares a differential rate, the highest differential rate must be no more than 2 times the lowest differential rate.".
