As soon as practicable but within 2 business days after recording a human source as a reportable human source under section 43(a), the Chief Commissioner must give the Public Interest Monitor—
(a) all information relevant to the emergency registration decision; and
(b) a report explaining—
(i) the serious and imminent threat to national security, the community or the life and welfare of any person; and
(ii) why the information or assistance that the human source was registered to provide cannot be obtained through any other reasonable means.
