The purpose of this Act is to amend the Prahran Mechanics' Institute Act 1899 —

        (a)     to clarify the power of the Prahran Mechanics' Institution and Circulating Library to purchase certain land at High Street, Prahran; and

        (b)     to clarify the power of the Prahran Mechanics' Institution and Circulating Library to grant leases, licences and permits in relation to any land held by or vested in it or any building on that land.
