Preamble
Victoria University was established under the Victoria University of Technology Act 1990, which provided for the incorporation into one university of the Footscray Institute of Technology and the Western Institute. It was the culmination of amalgamations of educational institutions in the Western region of Melbourne, commencing with the Footscray Technical School in 1916 which later became the Footscray Technical College and then the Footscray Institute of Technology. Amalgamations occurred with the Western Melbourne Institute of TAFE which itself was a merger of the Footscray College of TAFE, the Newport College of TAFE, the Gellibrand College of TAFE, the Western Metropolitan College of TAFE, the Flagstaff College of TAFE and the Melbourne College of Decoration.
The Victoria University of Technology Act 1990 was amended in 2005 to rename the University as Victoria University, reflecting the development of the University's teaching research into wider domains.
Since its establishment, Victoria University has developed into an
institution representing excellence in teaching, training, research and
scholarship, with particular emphasis on technological development and
applications of knowledge for both local and international students. It has a
long and distinguished history and occupies a prominent and entrenched position
in the Western Metropolitan region of Melbourne. It is a multisector university
which provides a wide and comprehensive range of educational and research
programs in higher education, vocational education and further education and
facilitates articulation between these programs.
Preamble
Victoria University focuses on the development and provision of educational, cultural, research and related services to build social, cultural and economic capital particularly in the Western Metropolitan region of Melbourne, and in ways which reflect principles of equity and social justice.
Victoria University reaffirms its commitment to excellence in teaching, training, research and scholarship, providing for its local and international community.
To enable Victoria University to expand its mission and to achieve its aspirations it is desirable to re-enact the law relating to Victoria University in a more modern form.
The Parliament of Victoria therefore enacts:
