Victorian Numbered Regulations Victorian Numbered RegulationsA permit issued by VicRoads under regulation 16(3) or 17(3) of the Road Management (General) Regulations 2016 [1] that is in effect immediately before the commencement day is taken, on that day, to be a permit issued by the Head, Transport for Victoria under regulation 16(3) or 17(3) of the Road Management (General) Regulations 2016 , as the case requires.
