(1) Within
12 months after the commencement of this Part, the CEO
must establish written guidelines (the "guidelines") to be observed when
making placement arrangements for children from culturally or linguistically
diverse backgrounds.
(2) Without limiting
the scope of the guidelines, they are to address the need to preserve and
enhance a child’s cultural, ethnic and religious identity.
(3) The CEO may amend
or replace the guidelines.
(4) The guidelines are
not to apply to Aboriginal or Torres Strait Islander children.

sets out the relevant principle relating to the placement of Aboriginal or
Torres Strait Islander children.
