14 .         Section 12 amended

        (1)         In section 12(1) delete “Minister” and insert:

                Commissioner

        (2)         In section 12(2) delete “fixed by the Minister.” and insert:

                imposed by the Commissioner.

        (3)         In section 12(3) delete “Minister” and insert:

                Commissioner

        (4)         In section 12(4):

            (a)         delete “Minister —” and insert:

                Commissioner —

            (b)         in paragraph (b) delete “Minister or a person authorised by him” and insert:

                Commissioner or a person authorised by the Commissioner
