relief or redress under this Act is not necessarily to be restricted to the
specific claim made nor to the subject matter of the claim.

Subsection (1) does not prevent an arbitrator from determining that a
matter is beyond the scope of the application for conciliation that preceded
the application for arbitration and should be the subject of another
application for conciliation.
