for the recovery under this Act of compensation for an injury from employment,
it appears to an arbitrator that the contract for that employment was illegal,
the arbitrator may, if the arbitrator considers it proper to do so having
regard to all the circumstances of the case, deal with the matter as if the
injured person had at that time been working under a valid contract.
